The NDRC is the premier Chinese Government Authority which approves Chinese companies investing in overseas investment projects. State-owned Assets Supervision And Administration Commission of the State Council (SASAC), People's Republic of China

The SASAC is a special commission of the People’s Republic of China, directly under the State Council. It is responsible for managing China's state owned enterprises, including appointing top executives and approving any mergers or sales of stock or assets, as well as drafting laws related to state-owned enterprises. 
All the largest mining corporations in China are State owned and are under the direct leadership of SASAC.

Mining Equipment & Services Council (MESCA)   

The Mining Equipment & Services Council (MESCA) was formed in Queensland in 1995, a joint incentive of the Australian Industry Group (Ai Group) and the Queensland Government.  Both of these entities being keen to promote dialogue between suppliers to the mining industry and mining companies as well as promote Australian contents into the sector.
